Hey. I had exactly the same issue, as i type this, i overcame the issue by using another DVD Drive. My issue was to install Win 7 32bit Ultimate over Vista Ultimate 64bit. My problem was when it tried to Extract the files after copying (step 2). After putting my Win 7 DVD to my other DVD Drive, it worked fine.
I ran into the same error state in the original question and I just ended up reburning the .iso file to a new DVD using Windows Disc Image Burner and then I was able to load Windows 7 without any problem. So in my case it was just a corrupt disc. Go figure...
I experienced the same problem with HP laptop. seems as if they dont want you to be able to upgrade to new OS. Used an external DVD drive and it loaded properly and did not give the error message anymore. Hope this helps.

I would also suggest using a different DVD drive, or maybe copying the installation files to a USB stick (4gb or bigger) and performing a USB install.
The error 0x80070017 translates to "CRC Error" which means that the files that are being copied from the disk are not making it to the hard drive with the same structure, meaning that the "original" files on the disk are being modified/changed/corrupted while being copied to the "destination" location on your hard drive during the install.
This usually means either a bad DVD, or a read error on the DVD drive.
The easiest thing is to make a USB drive to install Window s7 (and it's WAY faster than DVD too!)
